Hours of Congestion on I-5 with Variable Tolls

The study results have found:

As the cost of a toll rises, the average hours of congestion decline. At some point the number of users declines and the funding available is reduced. This is what happens in Scenario 1G.
If both I-5 and I-205 bridges are tolled, more people will choose to use I-5 because it is a more direct and efficient route to their destination. As a result, the hours of congestion on I-5 would increase.
