Tolling Scenarios

The following scenarios were studied, but are not recommendations. They were for analysis and comparison purposes and a way to get public feedback. Tolling a facility requires approval by each state’s legislature. Actual toll rates will depend on a final finance plan and will be set by the Oregon and Washington state transportation commissions. Rates will be adjusted to keep pace with inflation if implemented.

Tolling during construction This option could be added to any scenario to raise up to $330 million in additional funds and help manage congestion.
